The new regulations on the use of “shore power” for ships are approaching, and the water transport

A new regulation on “shore power” is profoundly affecting the national water transportation industry. In order to implement this policy, the central government has been rewarding it through vehicle purchase tax revenue for three consecutive years.

This new regulation requires ships with shore power receiving facilities to berth for more than 3 hours in a berth with shore power supply capacity in the coastal air pollutant emission control area, or inland river ships with shore power in the air pollutant emission control area. If a berth with power supply capacity is parked for more than 2 hours and no effective alternative measures are used, shore power should be used.

According to a reporter from China Business News, the “Administrative Measures for the Use of Shore Power by Ships in Ports (Draft for Solicitation of Comments)” drafted by the Ministry of Transport is currently in the process of soliciting opinions from the public, and the deadline for feedback is August 30.

This new regulation is formulated in accordance with the “Air Pollution Prevention and Control Law”, “Port Law”, “Domestic Waterway Transportation Management Regulations”, “Ship and Offshore Facilities Inspection Regulations” and other relevant laws and administrative regulations, as well as international conventions that my country has joined.

The draft requires that terminal engineering project units, port operators, domestic waterway transport operators, terminal shore power operators, ships, etc. should implement the requirements of the national ecological civilization construction and air pollution prevention and control laws, regulations, and policy standards to build shore power And power receiving facilities, supply and use shore power in accordance with regulations, and accept the supervision and inspection of the department responsible for supervision and management, and truthfully provide relevant information and information. If shore power facilities are not constructed and used as required, the transportation management department has the right to order corrections within a time limit.

“The Ministry of Transport has vigorously promoted the use of shore power by ships calling at ports, and has promoted the introduction of policies that allow port companies and other shore power facility operators to charge electricity fees and shore power price support policies.” July 23, Deputy Director, Policy Research Office, Ministry of Transport , Sun Wenjian, the new spokesperson, said at a regular press conference.

According to statistics released by the Ministry of Transport, the central government used vehicle purchase tax revenue to subsidize local funds for the construction of coastal and inland port shore power equipment and facilities and the renovation of ship power equipment and facilities from 2016 to 2018. A total of three years have been arranged. The vehicle purchase tax incentive fund was 740 million yuan, and 245 shore power projects were supported by ships calling at ports. The shore power system has been built to receive about 50,000 ships, and the electricity used is 587 million kilowatt-hours.

During the combustion process, marine fuel emits sulfur oxides (SOX), nitrogen oxides (NOX) and particulate matter (PM) into the atmosphere. These emissions will have a serious impact on the ecosystem and adversely affect human health. The emissions of air pollutants from ships calling at ports account for 60% to 80% of the emissions of the entire port, which has a greater impact on the environment around the port.

The results of the study show that in large-scale areas along the Yangtze River, such as the Yangtze River Delta, the Pearl River Delta, the Bohai Rim, and the Yangtze River, ship emissions are one of the main sources of air pollution.

Shenzhen is an earlier port city in my country that subsidized the use of low-sulfur oil and shore power for ships. The “Interim Measures for the Administration of Subsidy Funds for Green and Low-Carbon Port Construction of Shenzhen” requires substantial subsidies for the use of low-sulfur oil by ships, and encouragement measures are adopted. Reduce air pollution emissions from ships calling at ports. Since its implementation in March 2015, Shenzhen has issued a total of 83,291,100 yuan of marine low-sulfur oil subsidies and 75,556,800 yuan of shore power subsidies.

A reporter from China Business News saw in the National Inland Water Development Demonstration Zone in Huzhou City, Zhejiang Province that many bulk carriers are supplying power to ships through shore power.

“It’s very convenient, and the electricity price is not expensive. Compared with the original oil burning, the cost is reduced by half.” The owner Jin Suming told reporters that if you have an electricity card, you can also scan the QR code on the charging pile. “I can sleep peacefully at night. When I used to burn oil, I was always worried that the water tank would dry out.”

Gui Lijun, deputy director of the Huzhou Port and Shipping Administration, introduced that during the “13th Five-Year Plan” period, Huzhou plans to invest a total of 53.304 million yuan to renovate, construct and build 89 shore power equipment at the docks and build 362 standardized smart shore power piles. , Basically realize full coverage of shore power in Huzhou shipping area. Up to now, the city has built a total of 273 shore power facilities (including 162 standardized smart shore power piles), realizing full coverage of water service areas and 63 large-scale terminals, and the service area alone has consumed 137,000 kilowatt-hours of electricity in the past two years.

Ren Changxing, an investigator of the Development Office of Zhejiang Port and Shipping Management Center, told reporters that as of January this year, Zhejiang Province has achieved full coverage of all 11 ship emission control zones in Haitian City. As of the end of 2018, a total of more than 750 sets of shore power facilities have been completed, of which 13 are high-voltage shore power, and 110 berths have been constructed for specialized berths at key terminals. Shore power construction is at the forefront of the country.

“The use of shore power has effectively promoted energy conservation and emission reduction. Last year, the use of shore power in Zhejiang Province exceeded 5 million kilowatt-hours, reducing ship CO2 emissions by more than 3,500 tons.” Ren Changxing said.

“The use of shore power and low-sulfur oil by ships in ports has great social benefits, and economic benefits can be achieved under ideal conditions. The use of shore power and low-sulfur oil under environmentally friendly high pressure is also the general trend.” Li Haibo, director of the center’s energy-saving and emission-reduction technology research office, said.

In view of the current poor economic benefits of shore power use and the low enthusiasm of all parties, Li Haibo suggested formulating a subsidy policy for ships calling on shore power, using shore power subsidies to be linked to oil prices, fixed fees and utilization rates, and more use and more supplements. No need to make up. At the same time, the study puts forward the departmental regulations for the management and use of shore power by stages, regions and types, and pilots compulsory use of shore power in key areas.
